A single-zero wheel has 37 pockets. A straight-up number pays 35 to 1. If you bet one unit on every pocket you stake 37 and get back 36, so the shortfall is 1 in 37 — about 2.7%. That is the house edge, and it comes from the wheel rather than from any operator's setting.
A double-zero wheel has 38 pockets and the same 35-to-1 payout, so the shortfall is 2 in 38 — about 5.3%, nearly double. Choosing between the two tables is the single most consequential decision available in the game, and it is made before any bet is placed.

Every bet carries the same margin
Red, a corner, a dozen, a straight-up number: the payouts are all scaled to the same shortfall. Spreading chips across the layout changes how often you win and by how much, and leaves the expected value exactly where it was.
